Unable to flash jetpack 5.1.1

I am using the DSBOARD-ORNX, and flashing over usb with these instructions: JetPack-5.1.1 Installation for DSBOARD-ORNX
During flashing, it keeps either timing out while booting (the boot light does turn on), or it says:

Edit:
Eventually I got it to flash, but it won’t boot from the power button for some reason. The output from the flash:

providing pkc and sbk keys to flash a device
