Unable to get RTD3 on Windows graphics driver. Looking for information on what on the platform the Windows drivers look at to enable it.

I am not the expert in this, but I would assume that RTD3 is not achievable while Windows is running since the Window manager requires the GPU to to run in order to display anything.
As far as i understand RTD3 completely shuts off the GPU. Which usually only works through OS level ACPI calls, not driver calls.

I believe we figured it out.
It looks like the NVIDIA graphics driver wants to see ACPI RTD3 support on the card PCI device for the platform.

Correcting my last comment:
NVIDIA driver appears to need the NVIDIA PCI device to support ACPI D3Cold in the system BIOS.
