I am a novice, I want to burn the environment in my tx2, but I need cuda version 10.0, the latest sdkmanager is 1.9.3, cuda version is too new. I tried to download sdkmanager1.6.0 and sdkmanager1.1.0, but the account password kept showing errors when I logged in to Nvidia Developer, and I even re-entered it many times. What is the situation? Is the old version of sdkmanager not supported? Is there any good solution?

Sdkmanager is just an installer. The version of this installer needs to be always on latest one.
Your problem has nothing to do with sdkmanager version. It is just we will revmoe old jetpack from the list gradually.
If you want to use old version, please run
sdkmanager --archived-versions
