Could you check System requirements, I notice ethernet connection to each tegra is recommended. Please check Getting Started with DRIVE Software :: NVIDIA DRIVE AGX System Installation and Setup
If you have physical access to target, could you connect to display and check rebooting. Target also needs to connected to internet as iduring first boot after flashing it installs few packages.
