Do a whole re-flash with SDK Manager.

Yes, and please use a real Ubuntu PC, as VM usually has some compatibility issues.

as you are using a third-party carrier board, please contact the vendor for the BSP and steps on how to flash the device. SDK Manager is only meant to be used with Developer Kits by NVIDIA.
