Is cuda toolkit available for L4T 32.4.3 for ARM?

I have an AGX Xavier Module based on L4T 32.4.3. Installing JetPack 4.4 breaks the custom BSP for the board so I need to install CUDA modules individually.

Is the CUDA toolkit available outside of JetPack for ARM devices? It looks like they are only available since CUDA 11 but I need version 10.2.
