Is not there SDK manager for Jetson Agx Orin or Arm architecture?

SDK Manager runs on a desktop host PC, not on the Jetson itself. JetPack/SDKM is an installer, whereas “Linux for Tegra” (“L4T”) is what actually gets flashed (this is pure Ubuntu plus NVIDIA drivers). Releases are shown here:

Basically, embedded systems like a Jetson do not have a BIOS. Thus they cannot self-flash, and so a host PC is needed.
