No, there is no SD card image for AGX Xavier.

Yes, you should use sdk manager. You can select your device automatically when you click refresh from target hardware option.
Ok, I have connected devkit with 32gb module and put it into force recovery mode and then in host machine I can see Jetson AGX xavier modules with part number, but it is not showing devkit specifically, should that be OK?
Theoretically, you should have seen your devkit on sdkmanager. Try to select manually and flash it with this way.
