We are facing this issue since Aug-Sep 2021, Where the new lot have this issue of No Display, The PWM Fan is spinning But With Nvidia Jetson B0 4GB Dev Kit - no Display, Out of 20 Units we Sold, 8-9 Units have the same Problem, This is not something which we have faced with Jetson Nano, Since half the LOT is working, their is no issue with our setup, But the other half which is failing points out the QC of this LOT, Please help us which a solution or Process as the failure is really high.
8 out of 20 nano “devkit” does not have display output? Is this HDMI or displayport?
Any dmesg can share here?
I recently investigated the same issue.
This issue can occur when using a pre-configured SD card image with a new JetPack version for an older bootrom version of Jetson Nano.
It was solved by using an unconfigured sd card image or flashing from sdkmanager.

So it looks like issue would happen when bootloader version mismatches to the kernel version.
My suggestion is please try to use same version. Flashing with sdkm will definitely prevent such case.
Actually, we don’t suggest to use mismatched version. That is why after jetpack4.5.1, the sdcard image will also try to update the bootloader version after boots up.
But since this topic is filed by @madhuitjunction, I am not sure if his issue is due to the same cause as yours.

We Tried SDM on 18.04 Host with Jetson Nano connected in recovery Mode and detecting using the micro-USB connected, But the OS Image fails and freezes, This occurs on these faulty Jetson Nano. We have tried on Multiple System same result.

This board fails to boot after your flash? Or even the flash is failed?

Please try to reply my question soon or this topic may be closed. What I am asking is also not hard to reply. Just want to clarify the situation first.
The Board did not flash successfully, and shows Flash failed. No Boot on Jetson Nano.

Is your ubuntu host able to flash other jetson modules with sdkm? This question is to prove that your host has no problem.

Do you have any flash fail log to share?
Also Note 3 More Boards failed with similar issue, worked for couple of days, Tried reflash thru SDM with Errors / Baleno was successful, Still no Boot.
Currently, I only need the answer to my last 2 questions. The flash result of Balena tool does not matter. It is not really flashing anything. That tool is just copy file to sdcard.

There is a export log button on sdkm. Please just click that and attach the full files as a zip file here.
It looks like the flash does not start at all.
Please run this command on your host and then flash the board again.
sudo apt-get install libxml2-utils
We have done this also,… The Flash freezes at 99% and SDK Manager →
“Installation of Flash Jetson Nano is Taking Longer than Expected” Do u want to continue ? this Error message pops with no other error message in the Terminal Window.
Share the log again.

Is your host machine a VM?
NO, we use this for testing purpose only. no Vm’s
