Orin NX 8GB nvme link up to pcie x1 or x2 not x4 on R35.4.1

We have both Orin NX(8G) and Orin NX(16G) with the same custom carrier board, and we use a a nvme ssd flashed with p3509-a02+p3767-0000, Orin NX 8GB nvme can not link up to pciex4 , but Orin NX 16GB can. please help me.
