Could you try plug usb cable to other usb part and put your device into recovery mode again?
Make sure you can see below device in host ubuntu:
$ lsusb
Bus 001 Device 076: ID 0955:7c18 NVidia Corp.
When all done, please run the sdkmanager again. Thanks!
