Unfortunately, something strange is happening with JetPack 4.1.1: the terms and conditions checkboxes are not visible on the UI, so I can’t “accept” and process with the setup (see image attached). Hi carolyuu, Yes, strange that the checkboxes are not visible on the UI. I gave up trying with JetPack and used the SDK Manager instead, was easier.

Yes, SDK Manager is good to use.
You can also install the latest version JetPack on your Xavier board :)
