Jetson Orin Nano won’t boot with JetPack R38. Stuck after “EFI stub: Exiting boot services…

Jetson Orin Nano dev kit.When flashing the latest JetPack R38, the system shows EFI messages then freezes.

Boot log (HDMI output):

EFI stub: Booting Linux Kernel…
EFI stub: Loaded initrd from LINUX_EFI_INITRD_MEDIA_GUID device path
EFI stub: Measured initrd data into PCR 9
EFI stub: Using DTB from configuration table
EFI stub: Exiting boot services…

After that the screen stays frozen.No further output. No login prompt. No serial prompt.

If I flash JetPack R36, it boots normally.

Question:
How can I safely upgrade from R36 to R38?
Is there a required bootloader or QSPI update path between these releases, or known compatibility issue preventing R38 from booting on the Orin Nano?

The R38.x can only support Jetson Thor, it can work on Orin Nano.
