TX1/TX2 PCIe trace length requirements

Hi,
TX2 OEM design guide has requirements for PCIe max trace length, but what does trace length mean here exactly?
Xavier OEM design guide is more specific and gives 10" stripline routed to PCIe connector and 15.3" direct to device. Is the specified TX1/TX2 max trace length of 5.5" to a PCIe connector or direct to device?
