I’ve loaded kernel with tegra186-quill-p3310-1000-c03-00-base.dtb in TX2 development board. I don’t see wlan0 listed for ifconfig -a. I’ve had no issue with TX1 in this regard. Does it work in 27.1? We’ve a carrier that solely depends on wireless communication, hence we need to get some solution urgently.
I’m attaching dmesg. I’m not sure what else information I can provide.
Please let me know how to make it work.

If it still doesn’t work, post the output of some of the debugging information asked for in that thread.
A few other questions:
was it working before you changed the dtb?
are you using the development board carrier?
you say you have a carrier that requires wifi, is that also the development board carrier or another type?
I have an orbitty carrier board for the TX2 and it is using wifi for networking without issues.

My issue was not using apply_binaries before flash.
