U29(TCA9539RTWR) Will it affect startup?

We design own PCB,but can not startup without U29(TCA9539RTWR).
When we revamped the PCB and put U29 on, worked but HDMI can not out-put.

And if we do 1.8v to 3.3v change also will affect HDMI
