Ubuntu 21.04 screen flicker/tearing on external monitor

Hello,
I am running an Asus TUF DASH F15 laptop with an external monitor. I have installed the NVIDIA driver metapackage from nvidia-driver-40 from the Software & Updates program and have created a blacklist config for the nouveau driver in /etc/modprode.d but still can’t stop the tearing/flickering (part of the screen get redrawn elsewhere for a split second) on the external monitor whenever something changes (e.g. scrolling, typing, etc.).
I am assuming that the issue comes from either the displays not being detected or the driver not loading properly because, if I run nvidia-settings I get the following output:

ERROR: NVIDIA driver is not loaded


ERROR: Unable to load info from any available system

And the GUI is empty, except for the help and quit buttons. Any help would be GREATLY appreciated as it is making it nearly impossible to work on. Thanks in advance.

I updated from nvidia-driver-460 to 470 and still the same issue. Here is the new bug report. Could anyone please point me in the right direction? Thanks.
