Support for native DX12 encode API.
Support for specifying chroma QP offsets for Cb and Cr components.

Hi,I have a question to ask:
Does this new version support HDR (PQ and HLG format) video transcoding?
If not, is there a way to support that by using or modifying (also want to know about how difficult this work may be) the encoder and decoder API?

PQ to HLG and vice versa is very hard to do, this should be done by zscale in ffmpeg.
