Dear @gungor_i,
It seems you are using ubuntu 16.04 host to flash target. Please use ubuntu 18.04.

We tried many times to establish sdk manager on ubuntu 18.04 but we didnt become successful. After that we change ubuntu version to 16.04 again then we downloaded all packages from sdk manager. I dont know why we didnt able to use 18.04.

Dear @gungor_i,
If it is DRIVE PX2, you need to use ubuntu 16.04.
If it is DRIVE AGX Xavier, You need to use ubuntu 18.04.
Hope it clarifies
