Yes, this can be done, but you need to use our configureMosaic utility, assuming this is on Windows.
It looks like you want to both rotate and mirror the displays. Use configureMosaic.exe help to see descriptions of these features. This is only available on Ampere and later generation GPUs.
To configure a 2x2 Mosaic, your commandline would look something like this, depending on your GPU and display indices:
configureMosaic.exe set rows=2 cols=2 mirroring rotate=90 out=0,0,hm out=1,0,hm out=2,0,nm out=3,0,nm
