shutdown -h now

I run the command “shutdown -h now”. The OS close but the PX2 is still running.
I run the command “shutdown -h now Tegra A”. The OS close and Tegra B is still running. I can’t shutdown Tegra B.
I run the command “shutdown -h now Tegra A and Tegra B”. Only Tegra A close and Tegra B is still running. How Can I close the both Tegra.
